Evaluating programme outcomes designed to strengthen social inclusion and promote the rights of marginalized populations.

The Excluded People’s Rights (EPR) Programme was implemented by Manusher Jonno Foundation (MJF) with support from UKAid. The programme was aimed to help Bangladesh’s poorest and most marginalized people access economic, social, political, and legal rights through 102 partner NGOs working across five thematic areas: Security and Rights of Women and Girls, Tackling Marginalisation and Discrimination, Youth and Social Cohesion, Decent and Safe Work, and Strengthening Public Institutions.

The outcome assessment of EPR Programme focused on three key thematic areas: Protection of Working Children, Readymade Garment Workers, and Migration; to explore the achievement status of planned results and programme performance.

Using a mixed-methods approach that combined desk review of project documents, analysis of MJF’s MIS data, and qualitative data collection through focus group discussions, key informant interviews, and case studies, the assignment examined whether the programme was on track in attaining its outcomes, assessed the quality of work undertaken by partners, identified effective approaches and challenges, documented significant changes, and evaluated MJF’s role in national-level policy advocacy. The assessment aimed to generate evidence-based findings and recommendations to inform future programming on the rights of excluded populations in Bangladesh.
