Assessing progress towards safer, more equitable, and rights-based employment for one of Bangladesh’s most vulnerable workforces.

The evaluation was designed to assess the project’s effectiveness, impact, sustainability, relevance, and efficiency in improving the rights and working conditions of women domestic workers in Dhaka, a predominantly female workforce operating in the informal sector with minimal legal protections.

The project operated under two strategic pillars: empowering domestic workers through legal training, rights awareness, and collective organizing; and securing formal recognition of domestic work through policy advocacy, employer engagement, and social norm change.

Employing a qualitative-dominant mixed-methods design; integrating surveys, key informant interviews, focus group discussions, case studies, and policy reviews; and retrospectively applying contribution analysis to establish plausible causal links, the evaluation aimed to generate evidence-based insights and actionable recommendations to inform future labor rights programming, policy advocacy, and institutional reforms for domestic worker protections in Bangladesh.
